The problem is that the user does not have access to the highest level site only to sub-site or the site that is level smaller and because the Web Part gallery is a site collection level and you do not have access to this does not display Web Parts.
Solution:
must give the user permissions in the gallery of sites either by adding the user to a group that has read access to the library or to break the inheritance of permissions from the library and add a group or the user in that library.
Steps:
- With a user who can access the Web Part Gallery (administrator of the site collection) enter the portal.
- If you are in the main site, or root level. Right Actions click Sites.
- Click on Site settings.
- Under Galleries click Web Parts
- Library Click
- Click Library Setup.
- Permissions on this gallery
- Visitors Click Click New
- Add the desired user and that's it.
Go to the desired page, enter the user who gave permissions, edit the page and it should show all Web Parts available in the version of SharePoint installed.
