Solution:

must give the user permissions in the gallery of sites either by adding the user to a group that has read access to the library or to break the inheritance of permissions from the library and add a group or the user in that library.

Steps:

1. With a user who can access the Web Part Gallery (administrator of the site collection) enter the portal.
2. If you are in the main site, or root level. Right Actions click Sites.
3. Click on Site settings.
4. Under Galleries click Web Parts
5. Library Click
6. Click Library Setup.
7. Permissions on this gallery
Visitors Click Click New
10. Add the desired user and that's it.

Go to the desired page, enter the user who gave permissions, edit the page and it should show all Web Parts available in the version of SharePoint installed.
